Relate Job Concurrency to Org Quota

Story

As a DevTools Customer, I would like to run concurrent jobs as a factor of my memory quota, So that I can get the most out of my quota (ergo vCPUs) without overloading.

Solution

It isn't entirely clear how this might work. There are a couple of factors that will require some digging and/or info from cloud.gov, mainly a) how could our runner manager find out its owning org's memory quota? and, b) how exactly does memory quota translate to cpu entitlements?
